Comparator Agent  follow the basic NRP protocol  If a baby is delivered and does not cry after birth we will proceed with the NRP protocol and give stimulation. 
Intervention  Omission of Stimulation from Initial steps of resuscitation"  we are going to omit the step of stimulation from initial steps by giving positive pressure ventilation to the patient directly to the child who does not cry immediately after birth and seeing the long term outcome.
